Great picture but I think it's the beginning of a fungal disease. If it's your tree you may want to take some preventative measures and try saving it.http://www.vanbooventree.com/tree%20diseases.htm
You could possibly scape some off and send it to a lab for verification or call a licensed arborist to check it out.
Thanks Sarah... though the tree is out in the middle of the woods, so I think I'll just check back to see if the thing has grown...

I have no idea what it is, but it looked pretty cool growing on the side of a hemlock tree.
